Decision Aid Framework Development to Inform the Application of Federal Assistance: Improving Sharing of Criminal History Record Information for Personnel Vetting

Abstract

The RAND Corporations National Defense Research Institute conducted research and analysis to develop a decision aid framework (DAF) to assist the U.S. Department of Defense's Defense Counterintelligence and Security Agency (DCSA). We identified critical factors that enable or inhibit the provision of criminal history record information (CHRI) to DCSA from state, local, tribal, and territorial (SLTT) law enforcement agencies (LEAs) whose CHRI contributions are needed for vetting individuals as part of the background investigation (BI) process. In creating the DAF, we developed a process that would allow DCSA, when assessing which localities might benefit from targeted federal assistance, to prioritize SLTT LEA organizations according to DCSA goals.
