Supporting the U.S. Space Force Single-Component Structure Impediments for Members Transitioning Between Full-Time and Part-Time Participation

Abstract

The Guardian Ideal envisions a U.S. Space Force (USSF) in which Guardians transition more easily between full- and part-time employment (USSF, 2021, p. 2). We infer that the overarching goals of making these transitions easier are to provide greater flexibility in linking individuals to mission needs as those needs ebb and flow and to retain talent. However, we found five impediments in the areas of linking individuals to need, reappointment (scrolling), benefits, pay systems, and TRICARE plan eligibility that make it unnecessarily difficult for service members to transition between full and part-time service. These impediments are not unique to the USSF but similarly affect all the military services ease of use of full- and part-time manpower.
