A Study of Performance Factor Reporting at Letterman Army Medical Center, Presidio of San Francisco, California 94129

Abstract

The condition which prompted this study was the cutback of Operations and Maintenance, Army (OMA) funds for civilian personnel salaries in fiscal year 1975. As a result of the cutback, Letterman Army Medical Center, Presidio of San Francisco, California was directed by the United States Army Health Services Command to significantly reduce the number of civilian personnel on the hospital staff. Because of the severe recession in the general economy, it was assumed that there would not be enough voluntary terminations from the civilian work force during the year to meet the lower civilian staffing levels dictated by the OMA funding cuts. The problem addressed was to then develop a performance factor information reporting system to assist managerial decisions at Letterman Army Medical Center utilizing three criteria: (1) the information reporting system should provide the essential performance factor information on a timely basis; (2) the reported information should provide feedback to each hospital activity and be useful for managerial decision making; and (3) the information reporting system should be compatible with the hospitals present automatic data processing capabilities.
