The Financing and Administration of the New Mexico Hospital Association Joint Unemployment Compensation Plan

Abstract

The problem addressed was to determine the best system for financing and administering the New Mexico Hospital Association Joint Unemployment Compensation Plan (JUCP). The study was prompted because of the severe nationwide decline in the economy which had contributed to a sharp rise in the level of unemployment in New Mexico. Because of the unemployment, JUCP suffered an increased liability for unemployment benefit claims which could ultimately increase the costs for patient care. A study was required to determine if everything possible was being done to reduce the financial strain on the plan by reducing the number of claims filed against the hospitals, by appealing more claims that seemed to be invalid, and by increasing the efficiency of the operation and administration of the JUCP.
