Performance Evaluation Needs Assessment

Abstract

We explore the Navy personnel evaluation system using a three-pronged approach: 1) comparison to other DoD services, 2) in-depth focus groups with subject matter experts (SMEs), and 3) a Navy-wide on-line survey. We find salient differences from other services in the Navy's lack of narrative blocks for raters to expand on their scoring of individual traits and raters conflating evaluating traits with assessing potential. Survey respondents express wide-spread doubts about the efficacy and fairness of the system, with enlisted sailors holding much more negative views. Based on discussions with SMEs, feedback from surveys, and our analysis, we recommend reforms to the system to 1) decrease administrative burdens, 2) increase standardization via training, and 3) change the process to be more meritocratic and objective.
