Using National Guard Cyber Forces to Support Homeland Cyber Defense Activities in Non-DoD-Owned Cyberspace

Abstract

The defense of public and private cyberspace within the Homeland is a growing priority. The National Guard cyber force is an important contributor to defending the DoD Information Network (DoDIN), and is also frequently tasked to defend non-DoDIN cyberspace. This research examined the use of the National Guard cyber force off-DoDIN when the elements of that force are in Title 32 duty status and when DoD funds the specific use of that force. The analysis included existing and potential demand for National Guard support off-DoDIN; authorities, policies, and directives that enable and limit the National Guards off- DoDIN activities; and the Guards capabilities and capacities to respond to off-DoDIN taskings. Findings and recommendations for using the Guards limited capacities in off-DoDIN cyberspace close the final report.
