Challenges and Recommendations: Operational Cyber Testing of Hull, Mechanical, and Electrical (HM and E) / Industrial Control Systems (ICS)

Abstract

This test and evaluation concept proposes IDAs general evaluation approach for assessing the cybersecurity posture of Hull, Mechanical, and Electrical (HM and E) systems aboard US Navy platforms. HM and E systems, also described as Industrial Control Systems (ICS), allow operators and maintainers to control critical ship functions. This test concept outlines an integrated methodology using passive data collection techniques, engineering-based risk assessments, laboratory-based demonstrations, and focused on-ship operational testing to help DOT and E assess these critically important but so-far unassessed systems.
