Educating and Training the Department of Defense Workforce for Global Health Engagement to Support the Geographic Combatant Commands

Abstract

The importance of global health to U.S. national security was brought into sharp relief when the coronavirus disease 2019 (COVID-19) pandemic expanded exponentially in 2020 and inflicted serious and prolonged harm to the worlds populations, economies, and political systems. For many national security experts, this recognition of global health's importance coincided with a belief in the value of U.S. Department of Defense (DoD) global health engagement (GHE) as an instrument of security cooperation with U.S. allies and partners and as an enabler of readiness for U.S. and allied military forces. However, as discussed in a 2018 GHE capabilities-based assessment (CBA) funded by the Deputy Assistant Secretary of Defense for Health Readiness Policy and Oversight (DASD HRP and O), DoD is constrained in its ability to conduct GHE activities by limitations in the way the department, as a whole, organizes, manages, and resources GHE activities and develops its workforce for GHE. To close the gaps identified, the CBA committee generated a DOTmLPF-P2 Change Recommendation (DCR). Its 15 recommendations were endorsed by the Joint Requirements Oversight Council (JROC), which requested DASD HRP and O to serve as the lead organization for implementing the recommendations. The Office of the Assistant Secretary of Defense (OASD) for Health Affairs asked RAND researchers to conduct research and analysis in support of actions related to education and training (E and T), technology platforms, and funding mechanisms. This report presents the results of this research into educating and training the DoD workforce for GHE in support of the combatant commands (CCMDs).
