Will to Fight of Private Military Actors: Applying Cognitive Maneuver to Russian Private Forces

Abstract

In Syria, Ukraine, several African countries, and other conflict hotspots around the globe, private contractors operating on behalf of, yet are ostensibly separate from, the Russian state. These developments have prompted questions and concern within military and policy circles in light of the current U.S. focus on great power competition with Russia and China, and the extent to which Russia has been exerting malign influence in conflicts worldwide through the use of proxy forces, including private military actors.
