Intelligence-Sharing to Enhance Alliances and Partnerships In the Indo-Pacific

Abstract

Intelligence-sharing is an underutilized instrument for developing deeper alliances and partnerships. The 2022 National Security Strategy and 2022 National Defense Strategy emphasize the importance of alliances and partnerships in the U.S. strategy and highlight the need for intelligence-sharing. When combined with other instruments of national power, intelligence-sharing can be a powerful tool for enhancing ally and partner relationships. Compared with alternative options for ally and partner engagement, intelligence-sharing is highly cost-effective. This paper discusses the need for the U.S. to develop more robust intelligence-sharing frameworks with Indo-Pacific states to further its regional strategy and outlines methods for the U.S. to do so.
