Abstract

Addendum to testimony before the Committee on Oversight and Accountability Subcommittee on Cybersecurity, Information Technology, and Government Innovation United States House of Representatives on Ensuring That Government Use of Technology Serves the Public which was the title of the testimony called Ensuring That Government Use of Technology Serves the Public by Benjamin Boudreaux. Following the hearing on June 22, 2023, the congressional committee sought additional information and requested answers to the questions in this document. The answers were submitted for the record in this addendum: How can we balance individuals privacy rights with fostering innovation and technological advances?, What types of incentives can government use to encourage responsible innovation?, How can policymakers ensure that companies and organizations prioritize and bake in privacy and data protection into their product design and development processes?, How can we encourage innovation that has privacy by design or supports a privacy-conscious culture?, Why is it important that federal agencies understand both the opportunities and the limitations of new technologies before investing sizable taxpayer dollars in them?, What kinds of questions should agencies ask of companies before investing in new technologies to ensure they understand the technology and all its risks and implications?
