The Prisoner Dilemma: Policy Options to Address Circumstances of ISIS Prisoners in Northeastern Syria

Abstract

On July 26, 2022, the RAND Corporation hosted a roundtable discussion regarding the security and social services challenges facing the prisons that hold presumed former Islamic State of Iraq and Syria (ISIS) fighters in northeastern Syria. Three facilitated panel discussions focused on the status of legal and justice processes, resources and assistance provided to improve and maintain the security and living conditions within the prisons, and the unique challenges facing imprisoned youth. Drawing on these discussions, this report provides an overview of the situation since the territorial defeat of ISIS, identifies barriers faced by the Syrian Democratic Forces and the Defeat-ISIS Coalition, and proposes potential courses of action to reduce the security threat the prisons and prisoners present to the international community and improve the provision of social services within the prisons.
