Lets Fix Our Marriage to the Western Hemisphere: A National Strategy to Successfully and Responsibly Out-Compete China

Abstract

The 2022 U.S. National Security Strategy states, The most pressing strategic challenge facing our [United States] vision is from powers that layer authoritarian governance with a revisionist foreign policy. In 2013, the United States Secretary of State declared, The era of the Monroe Doctrine is over. That same year the Peoples Republic of China (PRC) launched its Belt and Road Initiative (BRI) and has since deepened its roots in Central America, Latin America, and the Caribbean (The Region). PRC influence in The Region is against U.S. national interests, but the United States cannot overcome this challenge by force. To out-compete the PRC successfully and responsibly, the United States must reinforce economic interdependence and help to grow economies across The Region while consolidating supply chains to the western hemisphere. This paper proposes leveraging the private sector for foreign direct investment and taking the lead to develop a Pan-American transportation network. This paper also highlights supply chain resiliency, calling for the United States to consolidate vital supply chains in the western hemisphere to strengthen national security and support this new economic strategy. The PRC is a worthy challenger in The Region, not because the PRC is the best partner of choice, but because of inattention on the part of the United States.
