Building Resilience: FEMA's Building Codes Policies and Considerations for Congress

Abstract

The built environment plays a critical role in determining the severity of a natural hazards impact on a community. How many lives are lost, how long a recovery takes, and how many dollars would be needed if rebuilding often depends upon the structural integrity of the buildings struck by the tornado, hurricane, fire, earthquake, flood, or other natural disaster. For this reason, experts and agencies promoting hazard resiliency often focus on the development, adoption, and enforcement of hazard-resilient building codes and design standards.
