Strengthening Defense Management: History and Lessons from the Department of Defense Deputy/Chief Management Officer

Abstract

This Institute for Defense Analyses study provides a history of the Department of Defenses Deputy Chief Management Officer (DCMO) and Chief Management Officer (CMO) positions with referenced documentary material and lessons learned. It addresses the central question: what defense management lessons can be learned from the Departments experience with the D/CMO? Important Contributions: 1) Historical record of the Departments experience, 2) Characterization of lessons from the office, and 3) Insights into defense management challenges.
