Denuclearizing North Korea: Why Engagement Works and Sanctions Fail
Abstract
Recognizing the severity of the DPRK security issue, how can the ROK/US alliance leverage foreign policy options to reduce the North Korean WMD threat and craft an effective strategy against North Korean nuclear weaponization? The ROK/US alliance should adopt a combined foreign policy of engagement with North Korea, motivating demilitarization thru diplomatic and economic incentives. Historically, the US and South Koreas collaborative engagement with North Korea is the only policy that slowed DPRK WMD advancements. Policies of confrontation, reliant on sanctions, are ineffective against a resilient North Korea.
