Proposals to Address Political Interference: Outcomes of a Trilateral Dialogue

Abstract

This document, finalized in January 2022 and not subsequently revised, explores the possibility of reaching agreements among the United States, Russia, and the European Union (EU) that relate to the issue of political interference. The paper sums up a series of discussions among U.S., Russian, and EU nongovernmental experts who were convened in 20202021 at the joint initiative of the RAND Corporation and the German nonprofit Friedrich Ebert Stiftungs Regional Office for Cooperation and Peace in Europe. These experts attempted to find common ground on potential measures to address the grievances of all sides concerning political interference. Geopolitical circumstances have changed dramatically since the proposals here were agreed on, and the current environment makes discussion of such matters at any level nearly impossible. Nonetheless, the proposals offer valuable input to potential future deliberations on such issues, if and when those deliberations become possible again.
