Integration of Space Capabilities in the Quadrilateral: Conceptual Challenges
Abstract
The 2022 National Defense Strategy identifies countering the multi-domain threat of China as the first national defense priority. The United States envisions multiple regional partners integrating their forces into a cohesive coalition to thwart Chinese ambitions. The US is laying the groundwork for this new coalition, demonstrating new concepts and capabilities to counter China across multiple domains, including the space domain. However, the envisioned coalition is immature and not integrated conceptually or practically. This study assessed challenges posed by new operating concepts and space capabilities to a Quadrilateral-focused coalition in the Indo-Pacific. It found that significant barriers exist to strengthening the Quad due to lack of attention to technical requirements for coalition operations and operating concept mismatches. However, Quad space capabilities and interests are aligned. Rationalization, Information Sharing and Space Domain Awareness present the most significant opportunities to build military coalition maturity within the Quadrilateral to counter Chinese activities in the Indo-Pacific.
