U.S. Military Intervention in an Age of Global Urbanization: A Framework to Avoid Another Foreign Policy Calamity

Abstract

The Department of State retains country-level expertise through its country teams located within Embassies or Consulates and the U.S. military often maintains a direct link to them through Defense Attaches. Regardless, subject matter expertise at the city and sub-city level is lacking even though over 80 of the world is projected to live in a city within the next few decades. As such, this research seeks to convey the criticality of funding and establishing city teams that would serve as a subset of country teams and ultimately as the nucleus of larger intergovernmental planning efforts. This research specifically seeks to depict the value of city teams for U.S. policymakers and, should military intervention be pursued, for Joint Interagency Task Force Commanders. A decision model is created to assess the probability that military intervention facilitates the attainment of U.S. objectives. Understanding the nuances of urban environments and the effectiveness of military intervention can help both U.S. policymakers and JIATFCs avoid another foreign policy calamity.
