Artificial Intelligence: Winning the Talent Management Race
Abstract
Artificial Intelligence has the potential to "change the nature of war." The race to harness AI for economic, industrial, social, and, most importantly, military use, has the potential to shift the balance of power between the U.S. and China and fundamentally change the post-World War II international order. The U.S. National Security Commission on Artificial Intelligence concluded that the "holy grail" of Artificial Intelligence breakthroughs is talent, and the commission regards talent as the most essential requirement to succeeding in the AI race with China. The U.S. Department of Defense is not prepared for the pending Artificial Intelligence military revolution and is not postured to compete with China due to an insufficient talent pool. The race to break adversary cryptographic systems, the race for the atomic bomb, and the space race offer lessons to shape the national Artificial Intelligence initiative and set conditions to gain a marked advantage in information warfare. This paper explores these historical examples in a multiple case study analysis to discover talent management tenets the Department of Defense can employ to cultivate an Artificial Intelligence-ready workforce.
