Anticipating Flashpoints with Russia: Patterns and Drivers

Abstract

This report documents research and analysis conducted in 2019-2021 as part of a project entitled Anticipating Flashpoints with Russia, sponsored by U.S. Army Europe. The purpose of the project was to identify possible Russian conflict scenarios in and near the U.S. Army Europe area of responsibility that could entangle the United States, assess these scenarios by level of risk, and evaluate their potential future trajectories. The report was completed before the full-scale Russian invasion of Ukraine that began in February 2022 and has not been subsequently revised.
