Integrated Approaches: Countering Chinese Assertive Activity in the South China Sea through the Interagency

Abstract

People's Republic of China (PRC) behavior in the South China Sea has generated a cyclical relationship wherein territorial expansion through assertive activity produces acquiescence amongst regional claimants, further emboldening the PRC. U.S. national-level policy states that an integrated interagency approach can best deter the PRC. However, the U.S. lacks the means to operationalize this guidance. This study analyzes obstacles to resolving the gap between national policy and operational actions. It uses the organizational domain of the DOTMLPF-P framework to provide conclusions and recommendations to operationalize policy, integrate interagency efforts, and deter Chinese use of force and coercive activity in the South China Sea.
