The Strategic Implications of an Imbalance in Civil-Military Relations: A Case Study of the War in Afghanistan
Abstract
One of the most important decisions for any president is how and when to use military force abroad. Civil-military relations are a key component of these decisions, with theory providing different models of interaction. Three decision points during the war in Afghanistan offer a case study of how these models perform in practice. Using these decision points, this paper draws recommendations for how to achieve balanced civil-military relations and thereby reach better strategic decisions for the use of force.
