Navigating Capability-Based Planning: The Benefits, Challenges, and Implementation Essentials

Abstract

Capability-Based Planning (CBP) has been used in business and acquisition environments to makehigh-level, testable objectives to identify success criteria and/or gaps in existing capability. While bothfields use the term for similar purposes, a few definitions have been proposed across literature. Thispaper consolidates the definitions of CBP and other relevant terms to provide an understanding ofwhat CBP can accomplish and how to implement its principles.
