Environmental Assessment (EA): For Construction of F-35/T-7 Maintenance Campus at Hill Air Force Base, Utah
Abstract
The 75th Air Base Wing (75 ABW) at Hill Air Force Base (AFB), Utah, and Headquarters Air Force Materiel Command have identified the need to construct a new F-35/T-7 Maintenance Campus to support depot level maintenance of the F-35 and T-7 aircraft (Figure 1-1). This environmental assessment (EA) was prepared to evaluate the potential environmental impacts of this proposed project in compliance with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code [U.S.C.] Sections 4331 et seq.), the regulations of the Presidents Council on Environmental Quality (CEQ) that implement NEPA procedures (Code of Federal Regulations [CFR], Title 40, Parts 1500 through 1508 and 1515 through 1518), the Air Force Environmental Impact Assessment Process Regulations at 32 CFR Part 989, and Air Force Instruction (AFI) 32-1020 (Secretary of the Air Force, 2019). Hill AFB is in Utah, 30 miles north of Salt Lake City, and occupies 6,650 acres of land. It was established in 1940 and has hosted a variety of missions and aircraft types throughout its history. Hill AFB is home to the 75 ABW. Depot maintenance is performed by the Air Force at Hill AFB, Tinker AFB, and Robins AFB. The Ogden Air Logistics Complex (OO-ALC), headquartered at Hill AFB, performs fighter repairs; specifically, major industrial operations at Hill AFB include depot level maintenance of the F-35 Lightning II, F-22 Raptor, F-16 Fighting Falcon, C-130 Hercules, T-38 Talon, A-10 Thunderbolt II, and 27 other actively flying, mature, and proven weapon systems. Additionally, the OO-ALC performs depot maintenance of intercontinental ballistic missiles and related equipment and is a worldwide center for landing gear repair. The Air Force uses the Designated Source of Repair (DSOR) decision process to ensure the effective use of depot maintenance resources and prevent unnecessary duplication while meeting statutory requirements.
