Kicking the Tires? The Peoples Liberation Army's Approach to Maintenance Management

Abstract

The literature on the Peoples Liberation Army's (PLAs) logistics capabilities is sparse and offers little understanding of subfunctions of logistics, such as maintenance. However, Chinas growing ability to project and sustain power will depend on its logistics capabilities, systems, and processes. Understanding the PLAs approach to maintenance management is essential for assessing the PLAs ability to sustain a modernized force. This report provides an overview of the PLAs approach to maintenance to inform a broader understanding of how the PLA plans to operate and sustain its forces.
