Advancing Alternatives Assessment and Informed Substitution for Chemicals of Concern- The Case Example of AFFF

Abstract

Specific research objectives included: 1. Understanding gaps in comprehensive alternatives assessments for AFFF by reviewing existing assessments; 2. Developing generalizable approaches and guidance to strengthen future alternatives assessments by: a. defining criteria for a safer non-fluorinated AFFF alternatives; and b. determining fit for purpose performance assessment considerations; 3.Understanding lessons learned from existing efforts to accelerate the adoption of safer alternatives to AFFF, including barriers and enabling factors. This report summarizes work associated with our 3 primary research objectives above, drawing from 4 reports that were developed. The work was guided by a Project Support Committee (Annex A), which met on four occasions over the project period, and also engaged in between meetings, including providing reviews of draft reports. Reports developed for this project are included as annexes (Annexes B-E). Lessons learned from these activities are reviewed and suggested next steps are identified.
