Planning, Programming, Budgeting, and Execution in Comparative Organizations Volume 4: Executive Summary
Abstract
The Commission on Planning, Programming, Budgeting, and Execution (PPBE) Reform asked the RAND Corporation to conduct case studies of the budgeting processes of nine organizations: five international defense organizations (including two near-peer competitors) and four other U.S. federal government agencies. The commission will use insights from these analyses to derive potential lessons for U.S. Department of Defense (DoD) PPBE reform and convey recommendations to Congress.
