Development and Validation of the U.S. Army Learning Organization Assessment and Report

Abstract

The objective of this research was to further advance the U.S. Army Learning Organization (LO) capability by expanding on previous research that developed a U.S. Army LO Maturity Model (ALOMM). Using ALOMM, the current research sought to develop and validate a U.S. Army LO Assessment (ALOA) and to summarize the organizational-level ALOA results in a meaningful way (i.e., development of the U.S. Army LO Maturity Report [LOMR]). Research began with the development of the ALOA using the findings from the literature review and from the ALOMM validation. The 72-item ALOA was then administered to Active Duty Soldiers from 12 U.S. Army Companies within an intact operational Brigade. The administration of the ALOA with these Companies included a feedback survey and administration of a parallel measure to establish evidence of convergent validity. Finally, leaders of the 12 Companies were provided with a LOMR for their organization and asked to provide feedback on the value and utility of the LOMR. Factor analyses resulted in a reduction of ALOA items from 72 to 69. Research findings support initial evidence of validity for the 69-item ALOA and suggest the ALOA is capable of indexing U.S. Army LO maturity as defined by the ALOMM. Feedback received from leaders of participating Companies indicate they value the end-to-end ALOMM, ALOA, and LOMR, but desire additional guidance for implementing changes to advance LO maturity in their organizations. Specifically, this guidance should be developed to help organizational leaders derive precise actionable steps for maturing as LOs.
