Support for the Planning, Programming, Budgeting, and Execution (PPBE) Reform Commission

Abstract

The Planning, Programming, Budgeting, and Execution (PPBE) system has been used by the Department of Defense for over 60 years. The Institute for Defense Analyses (IDA) is supporting the congressionally directed PPBE Reform Commission to assess the efficacy and efficiency of the PBBE system. This report reviews the PPBE phases, examines the development of key PPBE documents, analyzes the timelines involved in developing the President's Budget Request and associated Future Years Defense Program, and recommends priorities and option for improving PPBE products, timelines, and processes.
