Analysis of Alternative Uses for the Red Hill Bulk Fuel Storage Facility

Abstract

Since the 1940s, the U.S. Department of the Navy (DoN) has owned and operated the Red Hill Bulk Fuel Storage Facility (RHBFSF), one of the largest bulk fuel storage sites in the world, located at the Red Hill ridgeline on the island of Oahu, Hawaii. The site, which was designated a historic civil engineering landmark by the American Society of Civil Engineers in 1995, has been the source of public attention since three fuel releases occurred between 2014 and 2021. In 2021, the Secretary of Defense authorized the permanent closure of the facility, and Congress tasked the Secretary of Defense and the U.S. Department of Defense (DoD) to commission an independent study examining potential beneficial reuse alternatives for the RHBFSF site. DoD and, more directly, DoN tasked the RAND Corporation, a federally funded research and development center (FFRDC) to conduct the study. This report is the direct result of, and fulfills, that requirement. The study was to include the following steps: engagement with stakeholders, a review of historical alternative uses of facilities with similar characteristics, other modalities necessary to appropriately identify alternative-use options, including data and information collected from various stakeholders and thorough site visits to physically inspect the facility, a cost-benefit analysis of any of the feasible alternatives.
