Study on Cyberexploitation and Online Deception of Members of the Armed Forces and Their Families - Public Version

Abstract

The U.S. Military is vulnerable to information operations from our adversaries. The emergence of new technologies, such as artificial intelligence (AI) and AI-enabled "deepfakes", coupled with social media algorithms and the commercial data marketplace, enable very precise targeting of personnel and can aggregate such targeting at a scale that can disrupt readiness of our military forces. The consequence of precision targeting at scale can have significant impact on the Department of Defense (DoD). The 2021 National Defense Authorization Act (NDAA) directed the Secretary of Defense to conduct a study into this topical area and provide a report back to the Congressional Committees. The Deputy DoD Chief Information Officer (CIO) for Resources and Analysis tasked IDA with conducting the resultant study and providing the results. The NDAA language directed many aspects of the study.
