Joint Interoperability: Resources and Recommendations for Improving DTE and A's Contribution to Assessing Systems

Abstract

OUSD R and E DTE and A requested that IDA investigate whether DTE and A Staff Specialists have access to the data they need for assessing the interoperability (IO) of systems in development. IDA held phone interviews with 12 DTE and A Staff Specialists from across the warfare areas (Air, Land, Missiles, Naval, Space, NC3), presented observations to the Interoperability Steering Group, and was provided several documents by ISG members describing the processes involved in setting requirements, planning tests, and evaluating systems for Joint Interoperability (JIO). This report includes an overall description of the Joint Interoperability development process, Lessons Learned from the Staff Specialists, opportunities to improve Staff Specialists oversight of Joint Interoperability, additional avenues to investigate, and descriptions of resources and references for Staff Specialists.
