Defense Governance and Management: Improving the Defense Management Capabilities of Foreign Defense Institutions - Human Resource Management

Abstract

This is the Institute for Defense Analyses' (IDA) sixth major methodological publication in its continuing series on Defense Governance and Management Improving the Defense Management Capabilities of Foreign Defense Institutions. The focus of this report is Human Resource Management (HRM) which is defined as the processes, people, and infrastructure to recruit and retain, train and educate, track, and effectively employ people in an organization, in synchronization with plans and policies. HRM is a key component of a nation's overall defense management and governance system and is closely linked to strategy/policy and resource management. Section 1 of the report defines and describes HRM, including the HRM functions. Several HRM functions identify the number and types of personnel and units the military force requires (HRM demand), as well as identify, train, assign, retain, and compensate personnel in order to satisfy the demand signal for personnel (HRM supply). Sections 2 and 3 of this report include briefing slides and a framework to help the DIB practitioner assess processes and systems for human resource management, which includes understanding the existing system for planning and implementing HRM, as well as diagnosing the system to identify potential opportunities for institutional capacity building.
