A Technical Description of the Officer Procurement Model (TOPOPS).

Abstract

The technical report presents a more comprehensive mathematical formulation of the TOPOPS model than is contained in an earlier report, AFHRL-TR-73-73, 'A Conceptual View of the Officer Procurement Model (TOPOPS).' TOPOPS is an aggregate-level, computer-based model of the Air Force officer procurement system developed to operate on the UNIVAC 1108 system. It is designed to simulate officer accession and training and achieve optimal solutions in terms of either cost minimization or accession quality maximization over a five-year procurement period.
