Place and Role of Predictions in Formulating Technical Policy of a Sector,

Abstract

Basic premises of the systems approach were set forth in the basic methodology of formulating technical policy for a sector worked out at the Central Scientific Research Institute of Patent Information and Technical Economic Research in 1968-1969. Study of the problems mentioned allowed a determination of the place of predictions and of their significance for the development of future plans for the scientific research activities of the sector for the next 5-7 years.
