The Selection of Most Promising Alternatives for Research and Development Projects,
Abstract
The author discusses four groups of fundamental selection criteria which are used in the selection and determination of the relative importance of the research and development directions: Reliability criteria for the selection; technical-economical selection criteria; systems criteria; and policy criteria. He gives a list of the 11 most important characteristics which reflect the various properties of scientific research. He then describes a number of possible situations related to the need to make decisions about the selection of scientific research variants and presents certain ideas for the solution of problems and the selection of certain types of situations.
