The Development of Postshelter Emergency Operations Planning at the Municipal Level. Phase II.
Abstract
The study details the development of a master checklist (MCL) for use in local jurisdictions which have sustained attack-connected damage from a nuclear detonation. The concept of operations for the postshelter NEOP for the local level include: (1) Reestablishment of the municipality as a working base; (2) resumption of production of critical resources; (3) elimination of operational constraints (such as disruption of communications and closure of major transportation routes). Flow diagrams are used for the derivation of each of the plans and sub-plans within the postshelter nuclear emergency operations plan (NEOP).
