Some Problems in the Organization and Use of Social Research in the U.S. Navy,
Abstract
The study deals with a problem specific to the armed services. An institution like the Navy depends heavily on so-called hardware, ships, communication systems, weapons, etc. For the production of this it has developed a system called the Research, Development, Testing and Evaluation cycle (RDTE) which regulates the flow from basic to applied research and from there to development and to final utilization. The machinery for this system has been worked out in great detail and is amply documented. The Navy tries to apply the same idea to social research. Contracts with outsiders as well as laboratories on personnel and medical subjects are placed administratively and budgetarily into this cycle. But during the preliminary explorations it became problematic whether the transfer of such a cycle from hardware to human beings would work without difficulty. The authors decided to make a special study of how the RDTE cycle would operate for the Navy's social research.
