How Population Movements Shape National Growth,
Abstract
In a highly developed economy and a socially mobile society, attachment to a fixed place no longer can be regarded an an immutable virtue. Actually, many pressing problems relate to immobile persons who remain in rural and city ghettos. The report suggests that one important element of a national growth policy should be a strategy for strengthening migration effectiveness. A national program of assisted migration for unemployed and low-income workers might facilitate and rationalize needed adjustments.
