The Allocation of Military Resources: Implications for Capital-Labor Substitution,

Abstract

The paper presents a conceptual framework for analyzing the efficient allocation of defense resources. Such a framework is necessary for the development of guidelines for more efficient management of military capital and manpower. Second, to put increase in military compensation and procurement costs into the proper perspective, the historical trends in the cost of labor and the cost of capital are examined. These trends can then be used to focus on the possible opportunities for savings.
