Some Acquisition Issues for Tactical Capabilities,
Abstract
A quantitative technique to assess technological advance is presented using aircraft turbine engines to illustrate. Application of the technique to risk assessment and net technological assessment are surveyed. A comparison of product-improvement technology with new technology is demonstrated. Such a comparison is valid only when viewed as an average of U.S. experience and can be applied to individual engines only with the greatest care.
