An Examination of the Effect of the Contract Administration/Contract Audit Interface on the Authority and Effectiveness of the DOD Contracting Officer.

Abstract

The study examines the defense contracting officer's responsibility, contract pricing and negotiation, and measures the extent to which the effectiveness of the contracting officer to negotiate defense contracts has diminished as a result of the relationship that has developed between the contract administration and contract audit support through the pricing function. The study focuses on the pricing aspects of DOD negotiated contracts expected to result in a price exceeding $100,000. The study directs particular attention to the problems growing out of the administration/audit interface and how these problems might be resolved or alleviated.
