Testimony to the Assembly Committee on Efficiency and Cost Control,

Abstract

Over the last five years it has become well understood that in order to secure a computer system against inadvertent leakage of information to unauthorized parties or against deliberate attempts to penetrate it, appropriate safeguards must be provided for five different aspects of the system. The paper discusses these five aspects; namely, Access controls and safeguards within the computer software; computer hardware safeguards; communications security safeguards; operational procedures-and-practices safeguards; and, a management and monitoring overlay, including provision for security assurance.
