Civil Affairs, Excess or Essential.

Abstract

The basic question is whether or not C/A remains an essential element of the modern Army. After some research to establish the case against C/A, the bulk of the paper is based upon the author's interviews and/or correspondence with unit Commanders and/or Operations and Training Officers of the Fifty-three C/A units presently in existence. The author believes that the responses from these sources show the type of training and initiative being exercised in C/A units today and that this training is such that it makes C/A and the C/A concept a vital and necessary part of the modern Army today.
