Abstract

The study provides an evaluation plan based on selected performance measures to assist in the overall assessment of the effectiveness of the US Army over time in terms of the fulfillment of the goals and objectives of the CONUS Reorganization of 1973. The plan is limited to selected commands and agencies that were significantly affected by the Reorganization (i.e., Forces Command, Training and Doctrine Command, Health Services Command, Concepts Analysis Agency, and Operational Test and Evaluation Agency). The goals of the reorganization are: (1) improve Army readiness of both Active and Reserve Components, (2) harness schools and combat development activities, (3) improve the quality and responsiveness of management, and (4) reinforce the role of the installation commander.
