Abstract
The study provides an evaluation plan based on selected performance measures which will assist in the overall assessment of the effectivenes of the US Army over time in terms of the fulfillment of the goals and objectives of the CONUS Reorganization of 1973. Appendix H provides additional background information concerning the study approach used to develop the evaluation plan. Appendix I contains the information on the visits to headquarters of commands and agencies, observations, and preliminary assessment.
