Abstract

This study is the product of an extensive effort to develop a concept plan for the creation of an Armament Development Center (ADC). Creation of an ADC was one of the principal recommendations made by the Army Materiel Acquisition Review Committee (AMARC), a group assembled by the Secretary of the Army to review the acquisition process.
