An Application of Content Analysis to the Budgetary Behavior of the Senate Armed Services Committee.

Abstract

The thesis examines decision-making activity within the Senate Armed Services Committee, in the area of Defense Procurement, during the period of FY 1968-1974. The method of content analysis is applied to published Senate Reports and an attempt is made to determine if the overall trend of Committee action is one of a purely fiscal nature or if the Committee takes a programmatic approach to Defense authorizations. The examination indicates that the major potential for influencing the direction of Defense policy lies in the area of programmatic activity.
