The Authority Relationships of Contracting Officers in a Project/Program Management Environment.

Abstract

The objective was to explore the authority relationship of the Air Force procurement contracting officer in the setting of a program management environment. The contracting officer's position was measured as a contrast between his relationship with the program manager and his relationship with the Directorate of Procurement and Production. These relationships of the contracting officer were explored in the program management environments in the system program offices (SPO) of the Aeronautical Systems Division at Wright-Patterson AFB, Ohio. The thesis includes a discussion of the interrelationships of authority, power, and influence.
